The only alt belts that have worked for me in the last few years have
been ones that came out of parts cars trunks.  I am seriously not
kidding.  I have turned about four new ones into so much chewed up
rubber dog toy.  I think I tried to measure the last one I put in since
it worked (from a parts car of course).  It was definitely longer than
the one I am "supposed" to be using.  May have been a different width,
too.

I know this doesn't really help much...!

re: tightening - they do loosen a bit, but maybe your brackets aren't
hoding properly?  Are you loosening all three or so bolts, and
tightening them all?  are they in decent shape?  and how do the pulleys
look?  check for nicks, and see if they line up correctly with a
straightedge.
