If the emissions certification was the same, he will not pay a penalty, if
it is not, he will pay a penalty, varies with the car model.
As far as I know, there is no such thing as temporary plates,

A fellow lister is going to be doing this, and he is trying to figure
out if the car will meet CA emissions. I seem to recall that since 95 or 96
all NY cars are equipped with CA emissions - can anyone confirm or provide
a surefire way of checking? He wants to avoid any surprises when he goes
to register the car.
Also, does CA provide temp tags for cars? He is buying the car here in NY
and
driving it to CA within a couple of weeks, so he would like to avoid
having to get NY tags (and pay NY taxes).
