The car will pass emissions testing and registration without any problem, if
you have enough money. California's solution for out of state vehicles that
meet the state of origin emission standards is to charge a large "Air
Quality Impact Fee". If you are a Californian then you can't bring in a
"New" vehicle unless you were out of state and your car was stolen or
wrecked or became un-repairable and you will have to prove it.

California:

If you are moving to California from
another state, you may register a new
federally certified vehicle if it was first
registered by you in your home state,
or for military personnel, in the state of
your last military service. When
applying for vehicle registration in
California, you must provide evidence
of your vehicle's previous registration.
A temporary operating permit is
acceptable proof.
Smog Check For
Out-Of-State Vehicles:
All gasoline-powered vehicles, new or
used, being registered for the first time
in California must pass the California
Smog Check. A vehicle will fail the
California Smog Check if it is not
equipped with the originally required
smog control devices.
Non-California Certified
Smog Impact Fee:
When first registering a 1975 or newer
vehicle which is not certified to meet
California emission laws, you must pay
a one-time smog impact fee of $300
to the Department of Motor Vehicles
in addition to other vehicle registration
fees.

A fellow lister is going to be doing this, and he is trying
to figure
out if the car will meet CA emissions. I seem to recall
that since 95 or 96
all NY cars are equipped with CA emissions - can anyone
confirm or provide
a surefire way of checking? He wants to avoid any surprises
when he goes
to register the car.
Also, does CA provide temp tags for cars? He is buying the
car here in NY and
driving it to CA within a couple of weeks, so he would like
to avoid
having to get NY tags (and pay NY taxes).
