No, in fact I read a test that reported that they actually increased the
distance that the radar gun gets a reading.  It's unlikely that one could be
made for a reasonable price and if you did make one it would jam more than
just radar guns.  The FCC hates things like that.  If the FCC actually found
the source their fines would far exceed tickets and insurance issues.
