The FCC has no jurisdiction over light.  Therefore it is legal, as far as
they are concerned, to jam laser.  I don't know who has jurisdiction over
x-rays and gamma rays and I don't know at what frequency the FCC's
jurisdiction stops, but this is how I've always understood it.
