So what do I tell the Police officer when he pulls me over?  "Sorry officer, 
but according to the FCC you can't give me a ticket, nah ne nah ne poo poo" 
:-)

Is there a rule book I can copy a few pages out of so the police can read it 
and not give me a ticket for using a ticket?
