... the law is a patchwork made up of varying federal, state and local laws
here in the USA ... just because the FCC can't swoop down and spoil your
parade doesn't mean that REOs are completely without armament to do so ...
BTW, the REOs can't enforce FCC law in any event.  I'd imagine that if you
were caught with a jammer that would violate the FCC regs that if a DA
wanted to he could charge you with a federal offense though.  As I stated
before, here in California, the state legislature has passed laws making it
illegal to jam speed enforcement devices.  I know that this clearly applies
to radar devices ... seems to me its a bit less clear that they could nail
you on the laser jammers.  

In any event the REOs simply enforce the law as they believe it to be ...
trying to argue your way out of a ticket by showing them a few pages out of
a rule book is likely to be a waste of both of your time.  The better
solution IMO is to play stupid while the ticket is being written, and then
be fully prepared with the rule book to fight the ticket in court.  Be
advised that there's more than one rule book too ... many times the cases
are won not because of the law that was allegedly broken, but in
administrative errors in the citation process ...
