It is quite unlikely that a hose has failed.  If there is a leak it is most
likely to be in one of the actuating cylinders in the door or trunk lid.
If, by chance, you do happen to find a leak in the hard plastic hose all you
need do is to cut out the bad section and reconnect the ends with a short
length of rubber vacuum hose ...

I don't know if the new lock cylinder problem happens on the '89s or if it
was something new for the '91 models, but after almost being locked out of
my '91 v8q I've taken to placing an old bicycle pump in the trunk to
pressurize the lines in the event that both door locks are not functioning
via the key.
