hard starting 90

Hello,
    My cousin has a 1988 Audi 90 fwd that is hard to start sometimes.
Other times it will start right first try no problem.  It seems that if
you do a lot of stopping the more times you restart the car the harder
it is to start.  Any ideas would be appreciated.  Thank you.
