Jeff,
There is probably a big gray area here, but I would think you could
convince your local authorities that the vehicle was a "kit car" or
an experimental vehicle, which I believe exempts you from all sorts
of stuff applicable to mass produced vehicles. You could certainly
insure the car in this manner, but getting a clear title is the big
problem, isn't it?
Oh, I know, call one of the big kit car sellers that advertize
Cobras in the back of C&D or whatever and ask them how much DOT
is applicable to them and how you might get a title and insurance
if you were to buy one of their cars. It should be pretty much
the same for importing parts and "building your own."
