I don't know if Audi changed the wiring design between 96 and 97 model
A4s, but what you describe is certainly not how my A4 works. My side
mirror heaters don't run unless I turn on the rear window defroster,
in which case they warm up nicely and quickly within a couple of minutes.
Just went out and verified this to make sure I am not making a fool of
myself.
