Before you get carried away...  Does she have either the A/C on or
have the system in front windshield defog mode?  That would engage
the A/C compressor and also run the radiator fan at low speed.

If that is not so, then it's possible that the radiator fan thermostat
is shorted out, or one of the radiator fan relays is sticking in the
"on" position.
