Glue direct to windscreen.  The windshield is an integral part of the
unibody on a 44 body, and it takes alot more than the weight of a flimsy
rear view mirror to crack.  Sounds like a design flaw/cheap glass on the
Merkur is causing the problems on those cars. 

If you have your heart set on a pad, use a piece of clear vinyl (such as
those supplied with inflatable pool repair kits) and cut a piece to fit
between the mounting piece and glass.  The pad is usually used to attach
mirrors to windscreens that may have special coatings on the inside, this
way, if the mirror has to be removed, you can razor it off on the mirror
side, without damageing the coating on the inside of the glass.

If you still have your doubts, you can double check and ask any
professional windshield/glass replacement shop.
