I've been told (by a member of another auto related list) that a windshield 
can benefit from a dressing with Bon Ami cleanser.
It's extremely fine grit and has very little detergent in it to act as a 
lubricant.
I would try it on a very small and inconspicuous part of the windshield 
before applying this technique overall.

My thoughts on this are that it might work on older automotive glass, i.e., 
pre- 1970s, because the formulation of safety glass was different then. On 
newer safety glass, because it's formulated to shatter into very small 
fragments on impact, the result may be more of a haze or fog.
