E-Brake HELP 88 80 q

I am in the process of changing the rear break pads on my 88 80q. The E-Brake
has been very "sticky" so I decided to remove the cable from the caliper and
grease the cable cam and piston.

1) The cable cam and piston do not come all of the way out of the caliper. It
lifts out about 1/2", enough for me to spray some lube on it an move it up
and down. Is this normal or should the cam come all the way out ?

2) When I re-assembled, I had to rotate the cam to put the cable back on. The
brake piston did not move out as I had expected. I actuated the e-brake cam
several times with no results. Why ? Is the caliper E brake mechanism broken ?
