This is normal.

The mechanism is probably OK, Scott. I assume you popped the cams back down
before you tried this. Assemble the brakes and set the pad clearance by
applying the brakes several times. The e-brake cams must be against the
stops when you do this. Try the e-brake again - it should work.
One lister recently had a problem with the brakes dragging after he freed up
his e-brake cams. The solution was to turn the pistons in to increase the
pad clearance and then allow the calipers to re-establish the proper pad
clearance.
