Directly.  1% = 1 part per hundred = 10 parts per thousand = 10,000 parts
per million = 10,000,000 parts per trillion, etc.

0 to 1,000 ppm = 0.0 to 0.1%  

This sounds like it may be a bit low for automotive purposes.
