broken bolt frt. caliper splash guard.

While the strut was out on my 90 CQ , I noticed a lot of rust on the splash
guard, so I decided to take it off to scrape and paint it.  Well I broke one
of the bolts off (top one)  I was wondering if I need to hellicoil it, or do
you think I can bolt the other two and JB weld the other spot?
