let's see, what isn't working? You're in open loop for starts, your
computer is ignoring your OXS.

I take it that is what the temp sender is supposed to read when warm?
Is there any way for you to try another ECU in the car?
Have you tested OXS signal continuity to the ECU?
Because for some reason, your ECU is not going closed loop and using the
OXS signal to fine tune the duty cycle.
