Advice needed... 93 V8

Just spent a coupla hours eyeballing a nice 93 V8, 70K miles up here in
Nashville. Dealer asking $11.9K (!). Dark green/tan barcos.
Now here's why... Car is a salvage rebuild - was shown picts - sandwich
accident. Front  straightened, headlight/trim replaced, rear bumper cap
replaced, tail lights replaced, full repaint, arc removed from trunk and
hood (almost). Actual miles is 84K - speedo replaced in 94 (sticker on
door jamb).
Car runs well - has slight back end vib esp noticeable at low speed.
Doesn't seem to be wheel bearing - possible center bearing? Hood and
trunk still need some ironing - both arc upward slightly (1/4" max) -
noticeable at body lines.. Interior ok - seat htrs work, intermittent
connection under dash cluster (fuel/temp drop). Leather on steering
wheel and shifter has lost dye due to some idjit overcleaning. Has
phone/CD, plus the obligatory one blown Bose speaker in back. I have VIN
to allow looking up the records and check on timing belt.
If I actually am interested enough to make an offer (depends on records)
it will probably be in the 10-10.5K range. V8 owners, Dave F, etc - give
me some input on what you thinks. Don't have to buy, not making a
decision for a week or more (all my access to funds is at home and I'm
on vacation.
Of course I know the value of the car is shot for good. I don't buy 'em
that way anyway. If I get this for the wife I can get her to shuck the
Blazer (anyone looking for a nice '98 w/15K miles?) and save 500.00 a
month in car payment!

BTW - what is the vacuum op valve located front passenger side corner of
the engine, tucked under the valve cover above the exh? The plastic hose
to this one is broke.

I also was given a *lack book for 4 Oct - I can't say where this dealer
type info came from, but some may find it useful/interesting...
