An easy one first: you say that the fan takes a long time to get going
at startup, unless you put it in Defrost. That is exactly how it's
supposed to work, if it's trying to heat the car up. It tries not to
blow air until things have heated up, unless you're in Defrost. You can
get around this (if you want) by pressing Defrost and then going back to
the mode of your choice; the fan will continue to operate normally.

Regarding your no-heat problem: since you say it was stuck on full hot
previously, I'd bet that your temperature flaps are stuck. They're
controlled by the motor on the programmer. Since it sounds like you've
already got things apart, watch the motor as you run the temperature
from LO to HI. The lever arm should rotate 90 degrees or so. You may
need a new motor or you may need to lubricate the cable and such.

Regarding the distribution flaps: if your recirc flap is always open,
it's likely that the spring that should hold it closed has broken or
come disconnected. Take a look up there--and don't be surprised if the
vacuum servo there has broken off its mounting bracket. There's a
factory fix for this, if you find it to be so.
