Ahhhh, I wish it were so simple.  In Washington, if not other states, the
most you will get from the police after having your parked car hit, is the
name and if lucky address of the culprit.  I had my brand new Alfa badly
damaged in a parking lot, and someone left a note with the plate number;
after 6 or 7 visits and phone calls, the Seattle PD finally gave me a name
and address, the address turning out to be non-existant.  That is all I ever
got from the police.
If you send a request to Olympia with I believe it is $5 you can find out
the registed owner of any vehicle;  it is apparantly public record.  A phone
call to the DMV should put you on the right track.
