... that would appear to be the case ... but if you are getting the proper
up and down directions with the door switch I would bet it was an
intentional modification by a PO.  It should actually be pretty easy to do
by switching 4 contacts at the door switch connector ...

There are cars in the US that have 1 touch up and down.  My assumption is
that given the fact that there is no mechanism to detect something jammed in
the window (especially like a finger, arm or neck) that they'd be worried
about the liability aspects.
