I am running a Blau harness on my 4000 with the H4/H1 Euros, so I feel
qualified to answer.

The answer is yes to all your questions.  The Blau harness uses
separate relays for the low beams, high beams and the driving lights
(3 relays in all).  Each relay is rated at 40A so that's plenty.
Blau supplies a 40A circuit breaker for the whole thing, but that
should also be sufficient.  The wiring itself is of good heavy gauge
wiring, but I would've liked to see the ground wires to be a little
bigger.  They are short, though, so I think this is largely inconsequential.

The key to success is to make sure that the ground lugs from the
harness have a good, low-resistance path back to the battery/alternator
ground.  Blau says to bolt it to the body, but I also ran an 8 gauge
wire from that point back to the negative battery post.  On the type
44 car the battery is under tha back seat so this may not be a feasible
thing to do.

You should measure the voltage drop between the battery positive post
and the bulb contact (with the light on), as well as between the bulb
ground contact to the battery ground post.  You should see no more than
0.4 volt difference with the 80/100 H4 bulbs.  This is going to be a
huge improvement over the stock wiring and lights.  I think you will be
very pleased with the results.
