Chet,

If this is the one below the radiator, it actually _does_ have a purpose.
Without it, rather than pulling air _through_ the radiator, the cooling fan
will pull air from below the car and _around_ the radiator.  If it's
actually under the _engine_, it's different than my 4kcsq.
