What is leaking gas?

There is an olive plastic something attached to the fuel distributer (on the 
front side) that is leaking gas.  What is this?  And could it be related to 
this problem:
When I start the car cold it runs fine for about 1 minute, then the RPMs 
drop and it runs relly rough for two to three minutes, then everything is 
fine.
