I got the Stebro exhaust for my 95 90q, I did it in my garage.  It took 2 
jack stands and alot of swearing (due to rusty bolts) In a 99.5 car I don't 
think you would run into that problem.  Stebro provided all the brackets and 
bolts needed to complete the job.  Look carefully at the stock pipe diameter 
and that of the Stebro, I had to use a reducer to connect the two.  
Eventually I had an exhaust place weld it up.  They didn't even charge me!  
Lucky sometimes.
