Adjustment is by the hex hole at the axis of the needle... Either fill your 
car up or drive it until the gaslight comes on (3 gallons left if a 5000) and 
adjust.

Are you sure it is aligned correctly?  You didn't mention if you have had it 
off before or not...

Squirking? Not familiar with that sound...  Does the windshield leak?  Check 
to make sure there aren't any loose pieces of winshield gasket...

You may be due for a replacement speedo cable (The internal wire itself will 
get rusty over time)... Only thing I can suggest to do is ensure that it is 
tight where it screws into the transmission... It may be loose behind the 
dash, which you would want to coordinate with removing your steering wheel.. 
but unless you have small hands, it can get frustrating to connect everything 
back up...
