No. Or, at least, not very likely.
I used a porto-power and a bent piece of rebar (steel rod) to bend
my fenders out sligtly. Other methods include using a baseball bat
as a prybar, or rolling the fender with a socket.
The amount of negative camber you run will produce a noticable effect
on tire clearence.
