So WHAT?  The limits are lax.  They are set to allow well
tuned carbs to pass.

Untrue.  If the car is running in the cat's 80% efficiency window
(which a well tuned car will), your emissions are FIVE times
more with no cat than with one.

More likely they are using a rich mixture at this point on
the maps.  That would melt the cat which would be very bad
for their emissions warranties...  There are areas on the map of
load/rpm that aren't covered in the emissions tests/rules
where almost anything goes.  The MC engine with WOT switch
closed for example uses a fixed rich mixture.  Indeed, looking
at the before/after cat curves, it would be 'just as clean'
without the cat at this point.
