It may be the ISV, but may not be. I had this in my 100Q a couple of
years back. After trying ISV, hoses, throttle body, and a dozen other
things, it turned out to be the dashpot spring inside the throttle
body. It was slightly rusted and stuck sometimes. I pulled it out
and never thought about it again.
