>From the various comments, I suspect this device needs a 16550 UART in
the PC.  If it really is Windows 3.1 code, it might be possible to run
it under OS/2 and use Ray Gwinn's serial port drivers.  They include
16550 emulation (only possible up to a point) and a very nifty interface
trace (PMLM) that I've used _many_ times to debug serial port issues.

Can you run something like MSD to look at the serial port?  If it reports
an 8250 UART, this could be the problem.
