The window is operated by a cable that is pulled by the motor. The
cable sounds like it's got a lot of slop in it. This can happen if
one of the nylon pulleys is broken, or if the cable guide tube is
broken.
I'd take the door cover off, and look at what's really going on.
You can get a replacement window lift assembly wtih or with out motor
that will straighten this out.
