Pricing a used A4. Is this a good deal?

I am looking at an A4 and I am wondering if he is selling it for a good
price.
Can you people give me some feed back? What is this thing worth?

 Here are the specs:
 1997 A4 1.8T Quatro
 36,000 miles
 Yellow  (I want yellow)
 Sport Package
 Sunroof
 Keyless
 NO CD player
 Winter package
 Manual
 ABS

The care is in excellent+++. I think it could be put on a show room floor
and nobody would know it is a 97. Only thing wrong is there are a few
scratches on the inside of the dirver window. (stupid pet)

He is asking $21000. I am planning on offering $19,500. Is $19500 too low?
New is around $29500 delivered. PLUS tax!
