5kt hard/not start

My 5kt (when really cold) will crank-fire-die-flood. The only way then to 
start it is to crank for a long long time with pedal to the floor. Then it 
will gradually come to life and run fine. Running fine means only 1.2 boost, 
which I haven't been able to cure either. Is there a thermo-time switch that 
is not kicking the cold start valve off? I just replaced the thermo vacuum 
switch under # 5 plug. No change. Any ideas?
