I know this is a possible avenue, but the design and requirements (at the
moment given my abilities and experience) seem to be outside what I know
anything at all about.

However, "eyeballing" it, if its just the idler on the engine I see where
I'd be able to get 1.25" of additional play in the belt.  If your suggesting
the part I'm thinking of, its only @ 2.4" in diameter to begin with.  I
don't know that it alone could be reduced in size enough to provide the
required adjustment.

Wouldn't I have to also change the size of one or more of the pulleys?
