Yes, there are- at least here in Europe. Damage to bumpers is very common,
and replacement (with likely a repaint) is expensive. Repairs are getting
common. Specialists can repair almost anything, and even recreate the
original surface appearance (pebbling, leather effect). It's done on
dashboards, too- to remove mobile phone holder holes.
