  I suspect this behavior is due to wether the hall window is open or
closed.  When the key is turned on sometimes the coil will spark (if you
pull the coil wire from the dist).  I am thinking that this trips the rev
counter in the FPR into thinking the engine is turning over and it has a 3
sec delay in shutting off.  Just a idea I have had as to explain this
behavior for quite a while.  Never tested or challenged
