In Japan a safety inspection that is required every couple of years. If my memory serves me, the cost is around $2000.00 US - just to inspect the car. Thus there is a built in structural incentive to junk, or sell overseas, older Japanese cars. If it's going to cost you $2000.00 just for the inspection, and then you have to pay more to get things fixed, then why not just go buy a new car. There's no incentive for the manufacturer to make things last past the point where the inspection costs gets prohibitive.
