The A/C "rough idle" symptom sounds like the ISV might be faulty. Try
this: idle car with A/C turned on; then unplug the ISV electrical connector
and see if the idle speed drops significantly--it should. Check that the
ISV hoses are tight, etc.
A bad oxy sensor might cause surging at constant throttle, but that should
tend to be independent of using the A/C.
