Brandon,  This sounds like a grounding issue not a bad alternator.  Try
using a separate jumper wire to ground each relay individually and look
for dirty contacts at the relays.  My Coupe GT did this low beams dim,
nothing when switched to highs.  I had a bad ground wire.
