CC head diagnostic only shows 12.0 volts

I had a 200q that read a flat 12.0v on the CC head. It read normal
battery voltage on the terminal under the hood and at the battery. I
don't believe the splice is part of the issue.
I drove it at least 50k miles with no problems and I didn't worry about
it. I agree it is a handy tool to be able to watch how much the voltage
drops when the fan comes on or you turn on the headlights and high
beams. But, my other vehicles don't have that handy tool so I never
wanted to spend time chasing it.
