That sounds pretty loose.  I think it's probably loose enough for me
to go in there and find out why.  I suspect the water pump wasn't
properly tightened.

There are three bolts.  One is a pivot and the other two are in slots.

Your problem will be that residue from the old sealing ring will stick
to the block and prevent you from getting a good seal with the pump
in it's (slightly shifted) new position.

You need to remove the water pump completely (a bit fiddly, but it does
come out) and clean the face of the block behind it.  Then fit a new
sealing ring (035 133 557), reassemble with the bolts loose, fit the
belt and tighten it up, holding it tight with the bolts.

Probably the most important piece of advice is to make sure you have
very good purchase on the 6mm Allen screws that hold the belt cover
on.  It sounds like you've had that off already, though.
