Theron, it sounds like your pressure accumulator (the bomb) is losing it's
charge and is getting ready for replacement. The surging of the pedal is
normal on ABS - after a fashion. With ABS engaged on dry pavement you should
be able to come to a tire chirping full panic stop just as fast or faster
than without the ABS on. (OK - I think I can stop faster on dry without ABS)
