4kq does not have a warm up regulator, its CIS-E, computer uses temp
signal (sender in bottom of top rad hose flange) to determine fuel
amount per air which it controls with the control pressure actuator
(measure current to it, warm idle should be 10 mA) and the ISV which
shuld have a warm idle duty cyc;le of 27%. Details and pix on my site

check the brake and clutch pedal switches, ie clean the heck out of
them. check the hoses, if they leak, no cruise. check the servo, and
the link rod....
