I've got the 2 way valves, they're the same ones used to control the A/C 
flap in 4000s.  Same valve was also used to control the heater valves in 
type 43 5000's.  After that its just a hookup job.  Another lister on the 
urq list used 12V solenoids to drive the diff locks.  Said the setup time 
was near instantaneous.
