Under car paint starting to go away

Hi all,

The under car paint, the black thing, is starting to peel on my 89 Audi 
100. It's peeling on the bottom area under the front doors near the wheel 
arch. It's the black paint thing. The metal is exposed now, and it's 
turning orange (yikes!). Is there any easy cure for this? Thanks a lot!!

BTW, I just got DSL. Believe it or not, it's better than the crappy 
overloaded T1 line I had in college.
