Then the wobble is not supposed to be there at all and the hub with no
axle in it must be solid as possible with no wobble?

No, not the same thing. The outer race is standing a bit away from the
shoulder, it doesn't move in the housing at all. I can move the hub and
the inner race (looking at strut front-on and hub edge-on, can tilt the
hub up and down together with the inner race) and it moves the inner
race.
