I'd just get a new or used one. If I read it right, the plastic cable 
housing is broken, and who knows what has happened in there, maybe the 
cable wrapped around itself in there. You can repair window regulators if 
the motor is bad or if it's just gummed up. But when it comes to the cable 
or the central housing, forget it. The cable can become kinked or 
permanently deformed when the springs pop out. You could switch out the 
plastic housing, but the cable is probably going to cause problems and 
tough on the motor. Whenever I work on a reg., I wrap the cable ends where 
the springs are w/ duct tape, so the springs don't pop out. When they do, 
it takes a lot of coaxing and cursing to get the thing back together. If 
you buy a used one, tape up the ends and open up the assembly. Clean and 
grease the moving parts, as well as the motor underneath the cable housing. 
Water can seep in between the gasket and rust the gears, making it very 
hard for the motor to turn. Slow windows are usually gummed up motors or 
gummed up switches. good luck
