'86 5KCSTQ windows inoperable

    The windows went down and won't go back up. We changed out a known "good" 
regulator control and power window relay from another quat. No joy. So I 
checked voltage. 13.2 volts at the battery terminal, but only 10.5 volts at 
the yellow relay for the windows. We're losing voltage somewhere. So, 
what/where is the likely culprit?
